Has anyone read FDR's letter to the federal employees union?

This was essentially an argument FOR the private sector unions that Reagan busted up. FDR wasn't perfect, no man is. He was a bit too power hungry, but his new deal programs were revolutionary and are responsible for America's rise to super power status after WW2.
