Hypothetical Question: Say unemployment reaches great depression erra levels of 30 percent?

What do you consider more important for the government to deal with - Free trade / automation fueled outsourcing of jobs, or the civil unrest caused by massive poverty and unemployment? In other words would you want the government to punish outsourcers with tariffs and other measures, or would you want the government to ignore the outsourcing problem and just house 1/3 of the population in FEMA camps so they don't revolt?
