Neighboring business EARLY a.m. excessive noise. Can I set my sprinkler on high at 5am?

I'm moving from my apartment solely because of the excessive 5am noise made by the employees of the landscape business next door. I'm fine with regular 'get ready for the day at work' noise, but between them 1) turning on the radio then screaming to hear each other over it, 2)banging pipes, wheelbarrows, etc. 3) yelling "whoop"ing, has become intolerable. Complaining to the noise makers does little more than give them a challenge to be louder. Complaints to the company have also been fruitless. The chain link fence separating me from the business is 20 ft from my bedroom window. The 5 am wake-up is a startling crash of a thrown wheelbarrow or other unnecessary LOUD crashing of supplies. DO I want to call the police at 5am? of course not. I DO have a garden next to that fence and I'm more than willing to turn my sprinkler on high to begin at 4:30 am. How much trouble can I get into??? I'm open to suggestions.
