The primary puropse of the United States Declaration of Independence is to?

2. The Declaration of Independence is not a legal document. Instead, it's a historical document. The colonists used the Declaration to explain to each other and Great Britain the motivations behind the American Revolution. While the Declaration does talk about the rights of man, it's not a guarantee of those rights because, again, it holds no force of law. There's no political system laid out in the Declaration, nor are there any laws contained within it.
