Why is my skin cold, when I am hot?

Whenever I get extremely hot, my skin becomes cold. Even my little niece, on hot days will lay her cheek on my upper arm and give a sigh of relief, because it's cools her off. This started about two years ago. I am really intolerable to hot weather and sometimes get really itchy when I do start to sweat. Is there something wrong or is this normal?
