I cannot stand my mom anymore!?

Tell her that she should stop smoking cause it is dangering your health, if she mood swings on this then talk to your dad about it or phone call him. I don't think you should call 911 on her at this situation cause she's done nothing physically wrong she's just a rude slob. If your dad can't help then talk to your school counselor.
